Session Recap:
Today’s Council session was marked by whispers of a “will-he-or-won’t-he” nature regarding Councilmember Curtis Jones, Jr.’s (D-4th) resolution calling for a ceasefire in Gaza. For the last month, Jones has kept the resolution in his back pocket, with many of his colleagues urging him not to introduce it in order to avoid a repeat of the heated and lengthy public comment period that occurred the day Council voted to condemn the Hamas attacks. In the end, as reported by the Philadelphia Inquirer’s Sean Collins Walsh, it appears that the language of the resolution itself raised concerns with pro-Palestine supporters. Councilmember Nicolas O’Rourke (I-AL), who was to be a co-sponsor of the resolution, told the Inquirer, “I have been steadfast in my support for a ceasefire...However, in conversations with my Council colleagues, it became clear to me that there is no path forward for such a resolution within this Council body. As such, I have decided to pull the resolution."
With the resolution tabled, Council turned its attention to a number of legislative matters of local import.
School Board Nominees Introduced
Mayor Cherelle Parker (D) recently announced her nine (9) nominations to the Board of Education to the School District of Philadelphia. The nominations include five new members (Crystal Cubbage, Joan Stern, Wanda Novales, Whitney Jones and Cheryl Harper) and the re-appointment of four current board members (Sarah-Ashley Andrews, Reginald Streater, ChauWing Lam and Joyce Wilkerson.) Each of the nominees will need to be confirmed by City Council, who will hold a public hearing before the Committee of the Whole.
The Board of Education is the governing body of the School District. It’s responsible for overseeing all the district’s policies and budgetary decisions, as well as authorizing charter schools in Philadelphia.
Trio of Housing Legislation
Council also focused its attention on the city’s growing affordable housing crisis. Three separate measures were introduced at today’s session aimed at addressing different aspects of housing policy.
The first, introduced by Councilmember Kendra Brooks (I-AL), would make the city’s Eviction Diversion Program permanent. The program, which was first instituted t stem the tsunami of pandemic-era evictions, has received national acclaim for its effectiveness. The program requires that landlords negotiate in good faith with tenants to resolve issues before seeking a legal eviction through the court. The city provides resources in the form of mediation and funding that have kept thousands of residents in their homes.
Also focusing on rental property issues, Councilmember Nicolas O’Rourke introduced a resolution authorizing City Council to hold hearings “to examine the conditions of rental housing, rental code enforcement and the need for rental repairs throughout the city of Philadelphia.”
Lastly, Councilmember Mike Driscoll (D-6th) introduced a bill targeted at owners of deteriorated properties throughout the city. The bill would authorize “legal representation for certain owners of blighted and deteriorated dwellings and providing for tax forgiveness and exemptions for improvements to certain deteriorated areas and dwellings to incentivize the creation and improvement of affordable housing units.”
