Editor’s Note: I’ve been traveling internationally the last couple of Council sessions, so below you’ll find legislative information for the last three sessions including those I wasn’t able to cover live.
Today’s Session Recap:
Council held its first post-primary Stated Meeting today and welcomed a trio of newly minted democratic nominees to Council chambers. On the At-Large Democratic side of things, Rue Landau and Dr. Nina Ahmad joined joined their three incumbent At-Large colleagues Councilmembers Katherine Gilmore-Richardson, Isaiah Thomas and Jimmy Harrity. With a general election victory in November, Landau will be the first openly LGBTQ+ member of City Council. Ahmad, as noted in today’s session, would be the body’s first AAPI Muslim woman to serve on Council. Jeffrey Young, who ran unopposed as a result of various petition challenges, will take over the 5th Councilmanic District seat from a retiring Council President Clarke. Young, an attorney and former staffer in Clarke’s office, has a clear path to office with no republican challenger for the seat.
Getting back to business, Council authorized hearings regarding the recent escape of two inmates from the Philadelphia Industrial Correctional Center. The resolution, introduced by Councilmember Sharon Vaughn (D-AL) seeks to examine “the persistent systemic issues in the Philadelphia Prison system which made the escape possible.”
A number of zoning bills were introduced, including one by Councilmember Brian O’Neill (R-10th) which amends a number of overlays to provide for regulations for medical marijuana facilities.
Council has only three sessions remaining before its summer recess. At the top of its agenda will be the passage of the City budget, which must be adopted prior to the start of the new fiscal year on July 1. With a revenue positive outlook, this year’s behind the scene budget negotiations should proceed smoothly, with most of the Mayor’s proposed budget intact and some minor adjustments related to funding Council priorities.
The June 1st Stated Meeting will be the last week for the introduction of zoning bills, which require a longer notice period before a Council public hearing than other bills. Thursday, June 8th marks the last possible session of any non-zoning legislation to be introduced and passed before the June 22nd recess.
